Pick a leader or program. Go through the list. Check what they said against what happened. Write down what you saw. Bring it to the meeting.

How this works

Normal — What was promised? What's the standard? Every item is grounded in a specific commitment, policy, or expectation.

Broken — Where is the gap? Each item gets a status: Met, Partially Met, Not Met. Evidence required — no status without reasoning.

Fix — What should change? The audit report shows which domains need action. Take it to the next meeting. Repeat in three months. Compare.
