Accessibility Statement
Last updated: April 18, 2026
Our commitment
CommUnity OS is civic infrastructure. It is meant to be used by everyone in the communities it serves, including people with disabilities. We design and build the platform to meet or exceed the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA.
Current conformance status
As of April 18, 2026, CommUnity OS conforms to WCAG 2.1 Level AA. We self-audit the platform against WCAG 2.1 AA criteria regularly and remediate identified gaps promptly. The platform has not undergone a third-party certified accessibility audit; we consider this for partner deployments where procurement requires formal certification.
Accessibility features
- Keyboard navigation. Every interactive element is reachable and usable by keyboard alone.
- Skip-to-main-content link. The first focusable element on every page lets keyboard users skip navigation.
- Enhanced focus indicators. Keyboard focus is highlighted with a 3px coral outline that exceeds the AA minimum.
- Semantic HTML. Every page uses proper heading hierarchy (h1 → h2 → h3), landmark regions (main, header, footer), and semantic lists.
- High contrast. Body text on background exceeds WCAG AAA contrast (12:1).
- Reflowable layout. Content is readable on screens as narrow as 320px without horizontal scrolling.
- No motion. The site contains no animations, auto-playing content, or flashing elements.
- Language declared. Every page declares its primary language (English or Spanish) for screen readers.
- No images. Content is entirely text-based, so there are no images that require alternative text.
Known limitations
- No third-party certification. Our accessibility claim is based on self-audit. Third-party certification would provide stronger evidence of conformance.
- Legal content is complex. Some knowledge guides cover complex topics (e.g., immigration law, benefits rules) whose content is inherently technical. We are working on plain-language summaries for priority guides.
- Spanish content is partial. 10 priority guides have full Spanish body pages; the remaining 44 guides have bilingual footers only, with full Spanish bodies planned for future releases.
- No screen-reader certification. We have tested our heuristic signals but have not conducted certified testing with NVDA, JAWS, or VoiceOver. If you experience a screen reader issue, please report it.

If you believe CommUnity OS is inaccessible in violation of applicable law (for example, a state or local accessibility requirement), you may file a complaint with the Illinois Attorney General's Disability Rights Bureau or the relevant federal agency. We commit to cooperating fully with any such investigation.
